i needed that too, so i hacked something.
create an ordinary Android application, add the opencv libs, and add
<uses-permission android:name="android.permission.INTERNET" />
to the manifest.
here's the code:
package com.berak.mjpg;
import java.io.InputStream;
import java.net.HttpURLConnection;
import java.net.URL;
import org.opencv.android.BaseLoaderCallback;
import org.opencv.android.LoaderCallbackInterface;
import org.opencv.android.OpenCVLoader;
import org.opencv.android.Utils;
import org.opencv.core.Mat;
import org.opencv.core.MatOfByte;
import org.opencv.highgui.Highgui;
import com.berak.mjpg.R;
import android.os.AsyncTask;
import android.os.Bundle;
import android.app.Activity;
import android.graphics.Bitmap;
import android.util.Log;
import android.view.Menu;
import android.widget.ImageView;
