I downloaded the 4.3.0 version for Windows. All files have been extracted. I copied the CV2 folder from the Python folder to
C: \ Users \ Dj EKI \ AppData \ Roaming \ Blender Foundation \ Blender \ 2.82 \ scripts \ addons.
The script reports:

I tried the same with VS19. It has the same bug.

4.2.0 works great from pip. But i need 4.3.0, because i need qrCodeDetector().detectAndDecodeMulti().
