removal of atmospheric turbulence effect in video

In a long range camera during hot days there is distortion in the created video, as well as during rainy , windy and cloudy season. In order get the clear background image we like to apply "Non- rigid image registration" algorithm i am not able to find any source for non rigid image registration. Thanks in advance
