How to access webcamp with opencv in colab?

no, you can't, the code is running on a cloud box, not your own, and it is not connected to any camera at all !

(you also won't be able to open video files, the pypi (pip) wrappers do not come with any backends (ffmpeg/gstreamer) nessecary for this. (it's a dependancy problem, and unlikely to change in the near future)
