Kindly, how to identify an oil spill in a blue sea and mark it a way from the others ..By giving the blues a unique and clear color (white, ...)or giving the oil spill the unique color

I'm sorry, this is an application, so the community cannot help much with this question. In short, the community opencv project does not provide an oil detection library. If you have a library specific question, can you improve your question please? Until then, I recommend trying to hire an expert to help you with this problem.

or at least start with some programming and have a look at possible solutions, then come back when you hit a brick wall. The community is not here to solve your bachelors or masters thesis or fix a project deadline for you ...
