Free Transform / Image Resize

Image resize does not maintain the photo quality when used. Photoshop has a Free Transform feature, I want something similar. Does it exist in OpenCV?

NO.

(this is NOT photoshop, but a computer-vision library)

((you can do any transform you want, using remap, but you'll have to come up with your own maths for it))
