now I'm working on a project，read the license plate number from the picture，before I use OCR to do it, but I found that the error is too large

so my question is can I use opencv to achieve it ? ?

See chapter 5 of the book 'Mastering OpenCV with Practical Computer Vision Projects' and the code on GitHub here.

If you want to try other classifiers, the sample 'letter_recognition.cpp' is training different classifiers in the purpose of letter recognition. You have also many answers on that forum to very close questions that you could look at.
