Did you add C:\OpenCV2.0\bin (or wherever you put the OpenCV map) into your PATH environment variables? (See this link if you don't know how)

210? Upgrade your OpenCV installation... Apart from that, read the dozens of installation manuals. Your problem is as basic as it can get.

how should i upgrade yes 2.1 plz tell me the version i use m downloading 2.4.4
