You may want to think in terms of a hyperspectral camera instead of just an HD. That will allow you to distinguish between different material types due to their different spectral signature. In case the pot holes are deep, you may get a different signatures for pot holes as well making them stand out.
Width of the lane will be dependent on a number of other factors including the distance of the camera from the lane. I am sure you have already thought of those things.
