Don't you see the Create button at the very bottom of the Public keys group box?? And actually you don't need to provide your rsa key, because if you want to contribute to the project, please make a pull request at the github.
I will update the http://code.opencv.org/projects/opencv/wiki/Working_with_OpenCV_git_repository to state it clear, that you don't need to provide you key for cloning the repo.
