The function is not implemented
there was a problem while building cv2.pyd. make an issue with whoever maintainsit at conda (there is nothing you can do about it locally now, downloading gtk or such won't help)
uninstall it, and try pip install opencv-python instead

i don't find C:\projects\opencv-python\opencv\modules\highgui\src\window.cpp
because you don't have the src code
